EU Digital Services Act

Effective as of 1 December 2025

The EU Digital Services Act (“Digital Services Act” or “DSA”) is Regulation (EU) 2022/2065 of the European Parliament and of the Council of 19 October 2022 on a Single Market for Digital Services and amending Directive 2000/31/EC. It sets harmonised rules for online intermediaries and platforms, including hosting services, with the aim of creating a safer and more transparent online environment, preventing illegal activities, and protecting fundamental rights.

Prepr provides a headless content management and delivery platform (headless CMS) that customers use to store and publish digital content. In this capacity, Prepr acts primarily as a hosting service provider under the DSA.

To support the objectives of the DSA and comply with its requirements, Prepr provides the following information.

Single Point of Contact (Articles 11 and 12 DSA)

For users located in the European Union, EU Member State authorities, the European Commission, and the European Board for Digital Services, Prepr provides the following single point of contact for all communications regarding the Digital Services Act:

The preferred language for communication with Prepr is English. Where possible, Prepr will also make reasonable efforts to assess and respond to communications received in other official EU languages.

When contacting Prepr about the DSA, please include sufficient information to allow us to verify and assess your request, such as:

  • Your full name
  • The name of the organisation or authority you represent (if applicable)
  • Your role or capacity (e.g. user, hosting customer, authority)
  • Contact details for follow-up (email address and, where appropriate, postal address)
  • A clear description of the subject of your request

Prepr will carefully review incoming requests related to the DSA and respond within a reasonable timeframe, taking into account the nature and urgency of the matter.

Prepr B.V. is established in the Netherlands and provides its services from within the European Union. As a result, the DSA legal representative requirement for non-EU providers (Article 13 DSA) is not applicable.

Reporting illegal content or criminal offences

Reporting allegedly illegal content hosted by Prepr

Prepr respects the rights of others and aims to act promptly when it is informed of content that may be illegal under applicable law. If you become aware of specific content stored on infrastructure operated by Prepr that you consider to be illegal, you can submit a notice to: [email protected]

To help us evaluate your notice efficiently and in line with Article 16 DSA (notice-and-action mechanisms), please include at least the following information:

Identification of the content

  • Exact URLs and, where relevant, API endpoints
  • Name of the Prepr environment / project (if known)
  • Any relevant screenshots or logs

Explanation of why you consider the content illegal

  • The legal basis or provision you believe is infringed (e.g. specific law or regulation)
  • A short description of the reasons why the content is illegal in your view
  • The EU Member State(s) whose law you believe is violated

Your relationship to the matter

  • Whether you are the rights holder, an affected person, a representative (e.g. lawyer), or a public authority
  • If you act on behalf of another person or organisation, your proof of authorisation (where applicable)

Your contact details

  • Full name (and organisation name if applicable)
  • Email address (and optional postal address) for follow-up

Prepr will review your notice, assess whether the content is likely to be illegal in the relevant jurisdiction(s), and, where appropriate, take action in accordance with the DSA and other applicable laws. Actions may include contacting our customer (who controls the content), restricting access to the content, or removing the content from our systems. Where required, Prepr will inform you of the outcome or of any request for additional information.

Notification of suspected criminal offences

Where a notice or other information gives rise to a serious suspicion of a criminal offence involving a threat to the life or safety of a person or persons, Prepr may report the matter to the competent law enforcement or judicial authorities, in line with Article 18 DSA and applicable national laws.

Updates to this notice

Prepr may update this Digital Services Act Notice from time to time, for example, to reflect changes in the DSA, guidance from regulators, or updates to our services and internal procedures. The date at the top of this page indicates when this notice was last updated.
